How Market-Rate Building Owners Can Turn Local Law 87 Compliance into Local Law 97 Protection

For market-rate building owners and property managers in New York City, local energy mandates can easily feel like a recurring financial headache.

Every ten years, Local Law 87 (LL87) requires qualified buildings over 50,000 square feet to conduct an Energy Audit and Retro-commissioning ($RCx$) study, file a Energy Efficiency Report (EER), and pay for the process out of pocket.

Too often, owners treat LL87 as a "check-the-box" requirement—paying for an engineering report, filing it with the Department of Buildings (DOB), and stuffing the findings into a desk drawer.


That approach is a missed financial opportunity—especially with Local Law 97 (LL97) enforcement ramping up.
